Narrative:

On climb out the red anti ice duct message was posted on EICAS. We preformed QRH and left icing conditions. Talked to dispatch; who checked the weather and found no place we could divert to and land outside of icing conditions. We made the decision to continue to our planned as no better diversion was possible. We declared an emergency because we could not land clear of icing conditions and not able to comply with the QRH. Landed without incident. Maybe the QRH can have a provision to enter icing conditions if there's no other place to land.
