Narrative:

Jacksonville ARTCC (ZJX) management has recently implemented a policy of plugging every controller on duty into a position for at least 5.5 hours; be they fully certified or developmental. This policy has led to the staffing of unnecessarily needed controllers. Given that our attention is not fully required at the radar; we begin to chat and engage in superfluous conversation of non ATC nature. In another example: I was sent to monitor another area for 1.5 hours; told to take my break of 35 minutes; and then report back for reassignment of duty. There was no real expectation of my obligation to monitor the other area. Controllers are being sent to other areas only to chat with them as well; i.e.; serving as a distraction. Simply stated it isn't about the quality of work being done; but the quantity -- more hours of 'productivity' means more developmental (new-hire) controllers being assigned to ZJX. It is my assertion that this proves exactly as opposite what they're attempting to achieve. An accountant at headquarters may see an elevated number of hours for each controller; but it in turn 'dumbs us down.' we have nothing to do; our 'mental muscle' becomes weak; and when it is required of us; we cannot perform because its been so long since we've had to. This is a direct compromise to the safety of the flying public. When we're needed; we are ill prepared.
