Narrative:
While cruising at 1300' indicated (below the 1400' floor of the outer ring of the nse arsa) a MTR passed directly over the small aircraft biplane I was flying. The MTR was doing practice gca approachs to south whiting field. I did not see the aircraft until it was directly over me and I assume he did not see me because of his wing location. He was estimated to be approximately 200-300' above my aircraft. I landed within 20 minutes at home field. My altimeter was within 40' of field elevation so my altimeter setting was pretty accurate. I think my upper wing and his low wing obscured each other.
