Narrative:
All check lists and preflight briefing items complied with. I noted the speeds set for weight on ebws. On takeoff roll; acceleration was normal. I noted V1 call came sooner than normal. Proceeded. At vr call; aircraft refused to rotate. Believing there might be a question of airworthiness; I decided to abort take off. The abort was accomplished using reverse thrust and braking. The abort did not rise to a maximum effort abort. It appears that I should have been more familiar with speed parameters for certain weights. I should have noticed that the speeds entered were less than they should have been for our current weight. At that time; they did not cause me to question them. Although not required; in the future I will check the speeds in the flip chart for a specific weight. I will become more familiar with general speeds for weights so I will have a figure in my head for what they should be.

Title: An EMB145 Captain rejects the takeoff because the aircraft did not rotate at V1. The incorrect takeoff speeds had been entered in the MFD during preflight because of distractions.
