Narrative:
Found contract mechanic on our B767-300 aircraft; no escort; working under seat in first class. Was informed by our management that he was trying to fix some modification they did; that they did not finish. Did not see any paperwork; have no idea what he was doing on aircraft. My concern is what is going on with aircraft. Informed visiting FAA inspector; who then went to aircraft for follow up.; engineering order was not completed properly; for work done at contract maintenance provider facility (leaving lower air grills and panels uninstalled behind seats 1A and 1K. Found contract maintenance representative onboard; unescorted and working. Contract maintenance representative escorted off field and work left unaccomplished. Aircraft sent to hangar to have seats removed and panels installed correctly. I believe contract maintenance repair facility was trying to cover themselves for not doing engineering order correctly.
