Narrative:

I was working at ZNY sector 55 during an extremely busy period. ZNY was in swap and most of the wavey departures were being rerouted rbvj230j75 and most of whites were being returned to BIGGYJ75. In addition to the increased traffic through my sector; there were deviations through my sector due to weather and turbulence. While traffic management unit (tmu) had a mit restriction over rbv; nothing was in place over biggy or lanna. Due to poor routings; I was required to issue reroute to maintain route integrity. At the time of the incident aircraft Y was deviating north of J230 (toward J48). I was issuing a reroute to another aircraft. When I was able; I stopped aircraft X underneath the aircraft Y and issued vectors to maintain separation. I believe a better plan by tmu would have prevented the sector from being so busy.
