Narrative:

Event occurred while making instrument approach to oak runway 29L. Aircraft in clouds. Bay approach turned flight over to oak tower approaching OM. Tower did not answer on initial call up. We called second time and tower replied with traffic advisory of 12-1 O'clock and altitude 800-1100' MSL. We broke out of clouds 1100-1200' and copilot saw high-winged small aircraft Y pass below our aircraft approximately 200'. After landing, tower told us that small aircraft Y was disoriented. Whoever was in contact told small aircraft Y to dive. We don't know who this was--approach, tower, etc. Considering proximity of aircraft, we should have been advised to abandon approach and climb immediately. However, we realize that time could have precluded doing this. How does one prevent disoriented pilots in MVFR?

CONSIDERING PROX OF ACFT, WE SHOULD HAVE BEEN ADVISED TO ABANDON APCH AND CLB IMMEDIATELY. HOWEVER, WE REALIZE THAT TIME COULD HAVE PRECLUDED DOING THIS. HOW DOES ONE PREVENT DISORIENTED PLTS IN MVFR?
