According to ICAO safety management system regulation 2009; one of the four generational components is to identify safety hazards. Why not explore and investigate the silent role of UHF and VHF communications at joint-used airports? The FAA and military are a retarding force to changes in this area. What are the statistics for incidents/accidents in communication at towered controlled airports regarding military versus general aviation? Also; what are air carrier incidents/accidents statistics at joint-used airports? Indeed; language for both project credibility; confidence and the big picture at an airport when one frequency is used. There seems to be a lack of spirit of cooperation that is so important to solving this safety issue.
