Narrative:
After landing at lake hood; I was unable to keep the airplane out of the active water lanes as directed by the tower; due to higher than anticipated winds; crosswind taxi requirements and mis-rigged/fouled water rudders. Tower was required to direct a go-around for landing traffic.

Title: Multiple factors prevent a C172 floatplane from complying with ATC clearance to taxi clear of active water lanes at Lake Hood.
Narrative: After landing at Lake Hood; I was unable to keep the airplane out of the active water lanes as directed by the tower; due to higher than anticipated winds; crosswind taxi requirements and mis-rigged/fouled water rudders. Tower was required to direct a go-around for landing traffic.
