Did not get reverse thrust on #1 engine on landing. At gate; contract maintenance mechanics tried to cycle thrust reverser; but were unable. Decision was made to defer #1 thrust reverser. When contract maintenance provider attempted to lockout reverser; they found pin was missing from storage location and reverser was already locked out.

Title: The #1 engine on an A320 did not go into reverse thrust on landing. Contract Maintenance found reverser locked-out and safety pin still installed. The A320 had just out of an overnight check at a Contract Maintenance Provider. No deferred item; placard or logbook record to indicate reverser was locked-out.
