Narrative:

I requested clearance on from 121.9 to taxi from the north cargo ramp to FBO located on the south side of the airport. I received a clearance to taxi south on lima taxiway and to 'hold short of 26 right at charlie 6.' as I was taxiing south across the main ramp, in the vicinity of the gate hold (penalty) box, the ground controller repeated the clearance to 'hold short of 26R at C6,' and to 'monitor tower now on 118.3.' I acknowledged and switched to tower frequency, which at the time was moderately congested. As I was entering taxiway C6 as cleared, slowing in preparation to hold short of runway 26R, I observed air carrier Y which had just landed on runway 26R, begin to exit the runway at the C6 high speed turnoff. I immediately executed a 180 degree left turn and taxied back onto the main ramp, allowing air carrier Y to pass behind me. At this point I advised the tower on 118.3 what I had done and why, and the controller acknowledged, added a thank you. He then proceeded to clear me across first runway 26R and then 26L on C6. Recommend improved communications between ground and tower controllers. Lack of communication in the control room appears to be quite common, as evidenced by the fact that arrival, final, tower and ground controllers frequently ask pilots the same questions. Many incidents involving taxiing conflicts, runway incursions, etc., could be prevented by the improvement of interctlr communications.

Title: CRITICAL GND CONFLICT BETWEEN CARGO ACR AND ACR. OPERATIONAL ERROR.

Narrative: I REQUESTED CLRNC ON FROM 121.9 TO TAXI FROM THE N CARGO RAMP TO FBO LOCATED ON THE S SIDE OF THE ARPT. I RECEIVED A CLRNC TO TAXI S ON LIMA TXWY AND TO 'HOLD SHORT OF 26 RIGHT AT CHARLIE 6.' AS I WAS TAXIING S ACROSS THE MAIN RAMP, IN THE VICINITY OF THE GATE HOLD (PENALTY) BOX, THE GND CTLR REPEATED THE CLRNC TO 'HOLD SHORT OF 26R AT C6,' AND TO 'MONITOR TWR NOW ON 118.3.' I ACKNOWLEDGED AND SWITCHED TO TWR FREQ, WHICH AT THE TIME WAS MODERATELY CONGESTED. AS I WAS ENTERING TXWY C6 AS CLRED, SLOWING IN PREPARATION TO HOLD SHORT OF RWY 26R, I OBSERVED ACR Y WHICH HAD JUST LANDED ON RWY 26R, BEGIN TO EXIT THE RWY AT THE C6 HIGH SPEED TURNOFF. I IMMEDIATELY EXECUTED A 180 DEG LEFT TURN AND TAXIED BACK ONTO THE MAIN RAMP, ALLOWING ACR Y TO PASS BEHIND ME. AT THIS POINT I ADVISED THE TWR ON 118.3 WHAT I HAD DONE AND WHY, AND THE CTLR ACKNOWLEDGED, ADDED A THANK YOU. HE THEN PROCEEDED TO CLR ME ACROSS FIRST RWY 26R AND THEN 26L ON C6. RECOMMEND IMPROVED COMS BTWN GND AND TWR CTLRS. LACK OF COM IN THE CTL ROOM APPEARS TO BE QUITE COMMON, AS EVIDENCED BY THE FACT THAT ARR, FINAL, TWR AND GND CTLRS FREQUENTLY ASK PLTS THE SAME QUESTIONS. MANY INCIDENTS INVOLVING TAXIING CONFLICTS, RWY INCURSIONS, ETC., COULD BE PREVENTED BY THE IMPROVEMENT OF INTERCTLR COMS.
