Narrative:

Everything normal until selecting flaps 2 on approach to ZZZ. Received ECAM F/control flaps locked. The slats were at 2 but flaps were amber just prior to 1. Approach was just switching us to tower. We told them we had a flap problem and needed to run checklist. They gave us present heading 4000 feet. We checked for immediate action; ECAM exception; and then accomplished the ECAM action. After that we did the QRH follow up. We told ATC that we were ready to come back for landing partial flap and that we did not need assistance but might require full runway for landing. During downwind switched pilot flying so that each pilot could read carefully the QRH and performance adjustments to make sure everything was done. Talked about tail strike caution with partial flaps. Came back and landed normal. Taxied to gate.
