Narrative:
Small aircraft was cleared for a visual approach and landing 3 miles out from the runway 27 at osh. On short final; I noted an aircraft taxiing from the right on taxiway alpha that crossed runway 27. I watched the aircraft to determine if it was going to cross the runway or proceed to takeoff on it. When I determined it was taking the runway for takeoff; I contacted tower and executed a go around. The tower contact the other aircraft and instructed them to exit the runway and contact the tower. I proceeded with a go around with a right turn and was cleared to land which I did.

Title: General aviation aircraft at 800 on final for Runway 27 at OSH executed a go around when noting another aircraft entering the landing runway and starting take off roll.
Narrative: Small aircraft was cleared for a visual approach and landing 3 miles out from the Runway 27 at OSH. On short final; I noted an aircraft taxiing from the right on Taxiway Alpha that crossed Runway 27. I watched the aircraft to determine if it was going to cross the runway or proceed to takeoff on it.
