Narrative:

I have been going to iad a lot this trip and have been assigned runway 19R for landing. In multiple aircraft at 480 ft and .3 DME the GPWS advises that we are too low terrain even though we are on glideslope and speed. This is iad's 'new' runway; so that may be a factor.
