Narrative:

Oxygen low for pilots. Reported 45 minutes prior to departure. I was told by maintenance control that it was a 10 minute job. The contract mechanic took almost an hour and a half to complete this job. I watched the pressure go as high as 1900 psi. I asked operations if they could check what was taking so long. They went and asked the mechanic. He told them the bottle was too hot. The pressure fluctuated up and down. I really do not believe this contract mechanic was qualified to work on our aircraft. I was concerned with the job he performed.
