Narrative:

The night before a scheduled corporate trip to marysville; ks (myz); I checked weather and NOTAMS via computer at a commercial website. There was a NOTAM to the effect that there would be men and equipment working (paew); I rechecked weather and NOTAMS at XA30 am prior to heading out to the airport for a XC30 departure. The same NOTAM applied. Upon arriving at the destination; I canceled IFR; as the weather was good. As I approached the runway; there was a pickup truck on the threshold of runway 33; which did not move; though I made a low pass to the side of the runway to get his attention. I landed on runway 15 uneventfully; and disembarked my passengers; who were only going to be there for 3 or 4 hours. As fuel is not available; I made a short jump to pick up fuel. Upon return to myz about an hour later; the runway was X'ed out. I landed anyway; as there was no NOTAM closing the runway; and frankly; after the pickup wouldn't get off the runway I wondered what kind of yahoo's were working around the field. I was told by the workmen that the runway was closed; and they reported my landing; though I don't know to who. I informed them there was no NOTAM to that effect; and I doubted their ability to close a runway with no notice. They said they had NOTAM'ed it out of service. I called FSS and asked; and they said a NOTAM on the runway closure was distributed three hours before I checked the night prior! I have used this commercial website for all of my flight planning and filing for sometime; and always relied on the information to be accurate. My copilot also used the service; and he did not see a NOTAM for runway closure. I note also that while on an IFR flight to the airport; ATC never informed me the runway was closed; which I find unusual. A locally based pilot on the field at myz told me that the city has informed him the field would be opened that day due to the heavy rains the day before; which would interfere with the dirt work (they are putting in a parallel taxiway); and would be closed the following two days. I spoke with the workmen; who told me it wouldn't be a problem for me to depart when my passengers returned; as they were not working on the runway at anytime during the day. I am disconcerted by this incident; and while I bear the responsibility of landing on the runway; I feel like there is a serious system failure here. It seems that although the civil aviation system is 100 years old; and we are 30+ years into the 'information age;' critical information still apparently cannot be disseminated in a timely manner. I don't know if the FAA or the website is at fault; but what's the point of doing any flight planning at all if the information isn't current; even if checked 2 hours before departure? If the FAA approves a private vendor to provide services; is it the FAA or the vendor's responsibility to see the NOTAM's are distributed? And if ATC knew the runway was closed; why would they clear me to the airport?
