Narrative:

I was brought in on an investigation in july 2009. Upon arrival into ZZZ; a B747-400 aircraft had no steering. I had done the nose landing gear (nlg) lube job card. A rag was found in the nose wheel wrapped around steering actuator cable. When I completed my task of nlg lube; I checked numerous times for any rags or tools; none were in the wheel well when I completed my job. A fellow mechanic informed me that I had missed 4 (grease) fittings. I went back and lubed the fittings and then re-checked for any rags or tools; none found.
