Narrative:

Mlt outbnd on course rules flying 180 degrees encountered an small aircraft aircraft flying approximately 360 degrees along reef route (inbound). No advisory given by tower. Small aircraft notified by orange city tower. Mlt turned left to avoid aircraft. Callback conversation with reporter revealed the following: reef route referred to is a VFR approach to ntk from point reef on the shoreline. To be in position, he was at 2000' MSL, put the small aircraft in 1 of 3 adjoining air traffic area areas. Small aircraft was advised of being in bad area by tower.
