Narrative:

Working a high profile media event as the air boss coordinating aircraft into the tfr. As a helicopter approached the airspace; advised the helicopter that there is a tfr in effect for law enforcement/media only. The helicopter advised that credentialed media were on board. Helicopter was advised to stay above 1900 ft altitude and 500 ft wide and advised of the police aircraft orbiting the event. Helicopter acknowledged and then proceeded to conduct counter orbits at our altitude. Helicopter then proceeded to fly head on towards our aircraft (same altitude/90 feet lateral) until I directed him to break off his orbit and assume the position outside of the police orbits as previously advised. The aircraft broke off the orbit and complied.
