Narrative:

I was working local control and a PA31; called for IFR departure. I issued him a heading of 230 and a takeoff clearance off of runway which he read back correctly. The PA31 took off and a G3; called ready for an IFR departure and a request to change his destination. I issued him a taxi into position and hold instruction then issued the clearance with the same route but the change in destination. I gave him a 275 heading and cleared him for takeoff. I then switched the PA31 to departure. I then issued the G3 traffic on the PA31. The PA31 never turned to the 230 heading as issued and read back. He told center that he was given runway heading; but after checking the tapes; he was inaccurate. The reason for the loss of separation is that the pilot did not follow instructions. A pilot deviation was filed.
