Passing FL317 got cabin pressure warning horn. Coordinated with ATC for emergency descent to lower altitude; accomplished all emergency checklists; coordinated with dispatch and maintenance about problem; and coordinated with flight attendant's about any cabin issues (no masks dropped). As problem continued; declared an emergency with ATC and diverted. Coordinated with ATC; dispatch; maintenance; flight attendant's about decision to divert. Generic brief to passengers to keep then informed as required. Landed safely; talked to all passengers and crew about comfort level to continue. Made decision to continue with another.
