Narrative:

On the return leg with the first officer pilot flying the ILS 30; the before landing checklist was completed at 1200 ft. At 100 ft AGL I noticed the gear annunciator went blank. No lights at all. No EICAS message or safe gear horn. Elected to go-around. First officer executed a superb go-around to 1500 ft AGL. While still cleaning up on the climb; between 5 and 1 degree on the flaps we received an EICAS te flap disagree. This is a repeat item for this ship. Emergency declared. Requested a left-hand VMC pattern turn. ATC turned us to the north; a right turn towards two gigantic cells. Constant questioning and irrelevant instructions by ATC; while I still performed the checklist and the first officer continued aviating. Cycled the gear; all normal; elected to leave it down in the circuit. Returned to ILS. Completed the te flap disagree B767 checklist.
