Narrative:
While inbound to tul on 35R localizer, passing 4500' MSL at about 18 mi south of tul, controller called traffic at 11 O'clock 5 mi southbound. Shortly after we picked him up on the nose, co-altitude, on apparent collision course. We disengaged autoplt and made a vigorous right turn, passing him down our left side about 1/2 mi. He was a single engine small aircraft. I don't understand how this guy could not have seen us -- we had landing lights on head-on to him -- also high-intensity strobes.
