Narrative:

This was the third 'early descent' in an eight hour shift. The crew was issued a descend via the eldee four arrival clearance. From the center (ZDC) they were issued cross doccs at 15;000 ft the first step down from the arrival is morty 15 miles past ldn. As the crew passed ldn their mode C indicated 147 they were notified; said roger and continued to descend to 133 before climbing. This arrival apparently continues to cause problems for dca arrivals; as this is probably the twentieth pilot deviation I am personally aware of in the pass couple months.

Title: PCT Controller described another ELDEE FOUR STAR 'early descent' event; noting numerous same type event.

Narrative: This was the third 'early descent' in an eight hour shift. The crew was issued a descend via the ELDEE FOUR ARRIVAL clearance. From the Center (ZDC) they were issued cross DOCCS at 15;000 FT the first step down from the arrival is MORTY 15 miles past LDN. As the crew passed LDN their Mode C indicated 147 they were notified; said roger and continued to descend to 133 before climbing. This arrival apparently continues to cause problems for DCA arrivals; as this is probably the twentieth pilot deviation I am personally aware of in the pass couple months.
