Narrative:

Seems that eil has created something called a 'blanket' ATIS. Apparently; this means they make one ATIS and advertise for several hours that their current weather can be received from ATC. A few of the problems with this are. 1. This procedure is contrary jo 7110.65 2-9-1. 2. This procedure is not coordinated or covered in an LOA and therefore neither fai TRACON nor zan is notified that they are liable for delivery of eil's weather. 3. This procedure increases fai TRACON and zan workload; including questions from zan to fai TRACON as to why inbound aircraft think zan should have eil weather.

Title: FAI approach controller voiced concern regarding the issuance of a 'blanket' ATIS at EIL that does not provide up dated airport weather information but suggests users secure weather data from other ATC sources. Reporter alleged procedural failures and increased workloads as a result.
