Narrative:

Controller advised that there would be a vector through the final approach course with a vector back to final. Conflict occurred during turn back to final. Conflicting aircraft was visible at all times. Callback conversation with reporter revealed the following: aircraft was being vectored for ILS runway 19R. Appears that the other aircraft, another medium large transport was being vectored for spacing also. Approximately 500-700' vertical separation. Was marginal VFR sky partially obscured 3NM visibility. Aircraft were not on the same frequency. Traffic advisory had been given and other medium large transport was in sight at all times. Aircraft had at least 1 NM lateral separation at closest point.

Title: APPEARS THAT THE APCH CTLR VECTORED THE MLG THROUGH THE FINAL APCH COURSE FOR SPACING, BUT DIDN'T USE VISUAL SEPARATION AND DID NOT HAVE LEGAL IFR SEPARATION.

Narrative: CTLR ADVISED THAT THERE WOULD BE A VECTOR THROUGH THE FINAL APCH COURSE WITH A VECTOR BACK TO FINAL. CONFLICT OCCURRED DURING TURN BACK TO FINAL. CONFLICTING ACFT WAS VISIBLE AT ALL TIMES. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: ACFT WAS BEING VECTORED FOR ILS RWY 19R. APPEARS THAT THE OTHER ACFT, ANOTHER MLG WAS BEING VECTORED FOR SPACING ALSO. APPROX 500-700' VERTICAL SEPARATION. WAS MARGINAL VFR SKY PARTIALLY OBSCURED 3NM VISIBILITY. ACFT WERE NOT ON THE SAME FREQ. TFC ADVISORY HAD BEEN GIVEN AND OTHER MLG WAS IN SIGHT AT ALL TIMES. ACFT HAD AT LEAST 1 NM LATERAL SEPARATION AT CLOSEST POINT.
