Narrative:

I observed contractor vehicles and pedestrians crossing taxiway B without approval from ATC. I notified airport operations. The tower manager informed me that contractors were allowed to cross the taxiway using 'look and go' procedures. None of the five controllers on duty had been briefed on this procedure.

Narrative: I observed contractor vehicles and pedestrians crossing Taxiway B without approval from ATC. I notified Airport Operations.
