Narrative:

Iad was in an arrival bank. North departing 30. I was working local 1 the east side of the airport. I had 1 aircraft cleared to land 1R. This first aircraft was 3 mile final. I had a second aircraft behind the first aircraft 2 miles in trail with a 30KT overtake. The second aircraft was inside the tower airspace. Though I was not talking to the second aircraft. I asked the cc for the arrival strips for the 2 aircraft. As I was talking; an aircraft call me on the frequency. I thought it was the 2nd aircraft on final 1R. I cleared that 2nd aircraft to land 1R and advised them they were overtaking the first aircraft. The aircraft did not respond. I made a blanket call to the 2nd aircraft. There was no answer. I then asked who was calling iad tower. It was a crj that was 1 1/2 mile final 1C. This is not my airspace or runway. I advised the crj that I could not issue a landing clearance and to standby. I had to run to the west side of the tower to ask if the crj could land 1C. When I looked at 1C there was a heavy aircraft sitting on the approach end of 1C. I looked at runway 30 and there was an aircraft lifting off runway 30 4;000FT down the runway. I heard the LC3 controller trying to tell the crj to go around 1C. But the crj was on my frequency. My fear was that the 1C departure should have been given a 340 heading in that configuration off of 1C. The crj never said he saw the heavy aircraft sitting on runway 1C. I advised the crj to go-around. I turned the crj to miss the 1C and runway 30 departure. I advised the crj of the 1C heavy departure and the 30 departure. The crj said he did not have them insight. While all of this was going on. The second aircraft I had on final 1R checked in. I reduced that aircrafts speed. I advised them of the over take of the 1st 1R arrival. I then had to run to the east side of the tower to see if the 1st 1R arrival was clear of the runway. Luckily I did not have to send that aircraft around also. This was the scariest thing I have ever seen in all my years at iad. I then talked to the controller who was working LC3. He advised me that he advised pct 2 times to slow the crj and to switch the crj to the tower. Pct did not do as instructed. Something must be done about aircraft not contacting the tower prior entering the tower airspace. The current letter of agreement with pct is not working. Aircraft must be switched to the tower with enough time for the pilot to make the switch prior to entering the tower airspace.
