Narrative:

Aircraft was VFR left downwind for runway 19L. Aircraft was asked by tower if able a short approach; responded affirmative and issued and executed short approach for runway 19L. Aircraft landed with gear up. Reason for requesting short approach is facility policy of no operations on runway 19L with B757 on runway 19R between taxiway lima and hotel. Without this policy the pilot would not have been asked to make a short approach and landed gear up.
