Narrative:

We took off in a flaps 20 configuration. At 1000 ft AGL after takeoff while accelerating to 200 KIAS I called for flaps 8. My first officer retracted flaps to 8 degrees at which time we got the 'flaps fail' cas message. We told departure that we were going to return to our departure airport and declared an emergency to have airport emergency vehicles standing by for our arrival. We executed the QRH 'flaps fail' procedure. We received vectors for an ILS after determining we had adequate runway length. We had the flight attendant prepare the cabin for an emergency landing and landed without incident.
