Narrative:
I was flying a tour in nyc. I was flying from governors island northbound toward the williamsburg bridge for a tour over the city. I called lga tower for clearance to go toward the empire state building and south central park for a checkout at the boat basin. I did not get an answer from the tower. I called again and again. I circled twice and hovered and tried contacting several more times. No response. I flew back to the pad through the southwest portion of the airspace by entering the airspace. As I was leaving the airspace; ATC contacted me asking what I was doing; and cleared me out of the airspace.

Title: Jetranger pilot is unable to contact LGA Tower while performing a tour of New York City. Violation of New York Class B results.
Narrative: I was flying a tour in NYC. I was flying from Governors Island northbound toward the Williamsburg Bridge for a tour over the city. I called LGA Tower for clearance to go toward the Empire State Building and south Central Park for a checkout at the boat basin. I did not get an answer from the Tower. I called again and again.
