Narrative:

On approach into mdw on the ILS to runway 31C. We noticed a flashing blue light on the top of a building to the right (south) on the runway. It low visibility conditions the flashing light may be a distraction to pilots on approach. Examine the location of the flashing light. Explain to the business owner that the light could be distracting to pilots. Warn pilots that the light is there. Turn off the lights in low visibility conditions. Flashing blue light on a building south of the mdw runway 31C approach end.
