Narrative:

Air carrier XXXX was an arrival to charlotte from the southeast. Air carrier xxyy was an arrival from the southwest. The aircraft were on different frequencies. Air carrier XXXX was descended to 6;000 ft. It sounded as if 2 aircraft took this clearance. I stated 'it sounded like 2 aircraft took that clearance. I want to verify that was for air carrier XXXX.' air carrier XXXX confirmed the clearance. A short while later; air carrier xxyy asked to verify they were given 6;000 ft. A review of the tape revealed air carrier xxyy accepted the clearance for air carrier XXXX and responded with the air carrier XXXX call sign. When the dual readback was questioned; only the real air carrier XXXX responded. This is an ongoing issue at clt with this air carrier's pilots -- which seems to be getting worse.
