Narrative:

Jax center asked me to descend to FL290. I started a 500 FPM descent. Then, he gave me a restriction, be at FL290 in 20 mi. I then increased my descent to 1500 FPM (much chatter on the frequency). I asked if I could climb back to FL330 when traffic permitted. Answer negative. I then asked for FL310 if traffic permitted and was informed reason for FL290 in 20 mi was southbound FL310 traffic. Next thing I heard, due to frequency being blocked, 'air carrier Y turn to 270 degrees due to a corp type X refusing to turn to 090.' I assumed he was talking about me, so I asked. 'Yes, you were told to turn to 090,' which I did not receive or roger for. Soon after we were turned over to wash center and informed by wash to call jax when we landed, collect if necessary. I called using my own expense and had a very nice conversation with shift boss. Asked if I was aware of traffic problem in and out of fl. My answer was yes, as I flew in and out of fl about 15 times/yr and have since 1979. Today it took us 1+31 to fly from naples to jax due to many vectors due jet traffic. I asked southern jax center sector for FL290 if it would help his traffic and let us go direct to jax, but no good luck for us due traffic. Reason we were put at FL290 when we were was due to 5 jets faster coming up behind us. This was told in phone conversation. Easier to move us (1) than 5. Also, reason we could not climb back up to FL330, told by jax center if should have descended faster at first than I did. (First time I ever heard that unless asked to descend faster.) because of altitude changes and vectors on this day, our flight from naples to providence was 34 mins longer than should have been. After the phone call with jax center, I figured we were the scapegoat or the quickest way out for a goof by somebody. We could have been lowered sooner west/O so much hurry. 5 jets faster coming up behind didn't just happen.

AFTER THE PHONE CALL WITH JAX CENTER, I FIGURED WE WERE THE SCAPEGOAT OR THE QUICKEST WAY OUT FOR A GOOF BY SOMEBODY. WE COULD HAVE BEEN LOWERED SOONER W/O SO MUCH HURRY. 5 JETS FASTER COMING UP BEHIND DIDN'T JUST HAPPEN.
