Narrative:

I requested ILS runway 27 and was told to descend to 3000' and fly heading 110 degrees. Approximately 6 mins later I was told to turn right heading 180 degrees. Approximately 4 mins later I was told to maintain 4000'. I was already at 3400' as I had been cleared to 3000'. I immediately stopped descent and told the controller that I was at 3400' climbing to 4000'. He responded by telling me to make an immediate left turn to 090 degrees and told me that my traffic was an small transport inbound on the ILS at 3800', descending. I executed an immediate left turn to see the small transport descend out of the broken ceiling approximately 3000' from my position. I maintained 3400' until the small transport had passed and then resumed my climb to 4000'. To the best of my knowledge, there were only 2 aircraft (the small transport and myself) in the control zone at the time. This controller needs help!

Title: SMA VECTORED AND DESCENDED INTO LESS THAN STANDARD SEPARATION WITH AN SMT INBOUND ON ILS APCH.

Narrative: I REQUESTED ILS RWY 27 AND WAS TOLD TO DSND TO 3000' AND FLY HDG 110 DEGS. APPROX 6 MINS LATER I WAS TOLD TO TURN RIGHT HDG 180 DEGS. APPROX 4 MINS LATER I WAS TOLD TO MAINTAIN 4000'. I WAS ALREADY AT 3400' AS I HAD BEEN CLRED TO 3000'. I IMMEDIATELY STOPPED DSCNT AND TOLD THE CTLR THAT I WAS AT 3400' CLBING TO 4000'. HE RESPONDED BY TELLING ME TO MAKE AN IMMEDIATE LEFT TURN TO 090 DEGS AND TOLD ME THAT MY TFC WAS AN SMT INBND ON THE ILS AT 3800', DSNDING. I EXECUTED AN IMMEDIATE LEFT TURN TO SEE THE SMT DSND OUT OF THE BROKEN CEILING APPROX 3000' FROM MY POS. I MAINTAINED 3400' UNTIL THE SMT HAD PASSED AND THEN RESUMED MY CLB TO 4000'. TO THE BEST OF MY KNOWLEDGE, THERE WERE ONLY 2 ACFT (THE SMT AND MYSELF) IN THE CTL ZONE AT THE TIME. THIS CTLR NEEDS HELP!
