Narrative:

I, flying small aircraft X, was cleared to land on runway 17 and hold short of a crossing runway 4. While I was on final approach small aircraft Y was cleared to make a touch and go on runway 4. My landing on runway 17 was long and I could not stop prior to runway 4 intersection. Small aircraft Y was instructed to do a go around, resulting in a vertical sep of approximately 150. Due to my cockpit workload during the landing phase I was unable to contact the tower and inform them of my long landing until my rollout was underway and I was beyond runway 4 intersection. The tower did not demonstrate a sense of safety awareness by clearing 2 aircraft for nearly simultaneous lndgs on intersecting runways. Callback conversation with reporter revealed the following: believe that reporter now has better understanding of the rules reference acceptance of landing clearance which includes a 'hold short of' provision. In the future he will not accept such clearance if he has any doubt about his ability to comply. He agrees that tower local controller was operating in accord with ATC procedure, and that he should have made go around prior to committment for landing.

Title: TRAFFIC CONFLICT AFTER SMA FAILED TO COMPLY WITH ATC CLRNC TO HOLD SHORT OF INTERSECTING RWY ON LNDG.

Narrative: I, FLYING SMA X, WAS CLRED TO LAND ON RWY 17 AND HOLD SHORT OF A XING RWY 4. WHILE I WAS ON FINAL APCH SMA Y WAS CLRED TO MAKE A TOUCH AND GO ON RWY 4. MY LNDG ON RWY 17 WAS LONG AND I COULD NOT STOP PRIOR TO RWY 4 INTXN. SMA Y WAS INSTRUCTED TO DO A GO AROUND, RESULTING IN A VERT SEP OF APPROX 150. DUE TO MY COCKPIT WORKLOAD DURING THE LNDG PHASE I WAS UNABLE TO CONTACT THE TWR AND INFORM THEM OF MY LONG LNDG UNTIL MY ROLLOUT WAS UNDERWAY AND I WAS BEYOND RWY 4 INTXN. THE TWR DID NOT DEMONSTRATE A SENSE OF SAFETY AWARENESS BY CLRING 2 ACFT FOR NEARLY SIMULTANEOUS LNDGS ON INTERSECTING RWYS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: BELIEVE THAT RPTR NOW HAS BETTER UNDERSTANDING OF THE RULES REF ACCEPTANCE OF LNDG CLRNC WHICH INCLUDES A 'HOLD SHORT OF' PROVISION. IN THE FUTURE HE WILL NOT ACCEPT SUCH CLRNC IF HE HAS ANY DOUBT ABOUT HIS ABILITY TO COMPLY. HE AGREES THAT TWR LCL CTLR WAS OPERATING IN ACCORD WITH ATC PROC, AND THAT HE SHOULD HAVE MADE GO AROUND PRIOR TO COMMITTMENT FOR LNDG.
