Narrative:

NOTAM for kix runway 06R merely stated it is reduced to CAT I only for this time period. No other information. After breaking out of the clouds on approach to kix ILS Y runway 06R; the aircraft was on localizer but significantly left of runway centerline; actually lined up perfectly with taxiway left. This remained the case for some time until we intentionally deviated right of localizer course to line up with the runway. As we got down near 250 ft or so; the localizer indicator moved from left of scale; to right of scale; as if a displaced localizer was installed; similar to pago pago runway 5. There was no warning that this would occur other than the innocuously worded NOTAM. I believe a more specific NOTAM should be published immediately. Just following the LNAV course would have been much more accurate. And safer.

Title: B747-400 Captain reported NOTAM regarding the localizer Runway 06 at RJBB was not sufficiently informative regarding the inaccuracy of the signal.
