Narrative:

On our flight to apf we were cleared to naples after pie via the zeilr 2 arrival. Before we got to szw VOR we were re-cleared to naples via the PIKKR1 arrival. Before we were at the end point of that arrival we were again re-cleared via the zeilr 2 arrival. We were proceeding on the published procedure for the zeilr arrival; just after zeilr intersection enroute to the akens intersection when the controller blasted us for not flying the 150 degree heading off zeilr. We responded that we didn't know anything about a heading change. He then told us it had been in the NOTAMS for several months and to turn to approximately a 200 degree heading and handed us off to the next controller. I had not seen that NOTAM. We asked this controller about it and he said that a lot of people had missed the NOTAM regarding this and that we should file a report. When we got into apf we again checked the NOTAMS and had to read the report twice to find it. The NOTAM was not with the naples NOTAMS. It was in a section titled uar and nowhere in this text was naples airport mentioned. We also saw that the NOTAM came out last november. I feel that is plenty of time for the heading to have been added to the charted arrival procedure. My co-captain and I are now instituting a new procedure where both pilots read all weather reports and NOTAMS in an attempt to avoid this happening again. Ft. Meyers/naples really need to get this procedure printed on the STAR for all affected airports. ARTCC also needs to make up their minds which arrival procedures they want a crew to fly. It is very easy to make a mistake when changing 2 flight management systems 3 different times within one 30 minute time frame. Under these NOTAMS (uar) it outlines the filing procedures regarding which arrival a pilot should file. However when you file a flight plan into or out of the state of florida you are unable to file an arrival procedure. When we go to naples we have to file to szw then pie direct. Florida is the only state that I have been unable to file a STAR either into or out of the state.
