Narrative:

I was asked to submit what I know about aircraft window wipers not working on feb/09 in ZZZ. 1) captain called maintenance control stating that the captain's side wiper runs continuously in park. Maintenance took jcn and contacted ZZZ maintenance. 2) maintenance in ZZZ reported to maintenance control they had found water at the forward side wiper switch; first officer's side. Maintenance control asked how the water got there; and maintenance was not sure. (Note: not sure who I talked to in ZZZ). 3) troubleshooting continued and maintenance called back to maintenance control (myself) and stated water was coming from the crew hatch. 4) maintenance then called back approximately 1/2 hour later and stated that they did not know for sure if water was coming from the hatch. Maintenance control at this point notified the maintenance duty manager of the next flight out of ZZZ1 to depart at XA30 and recommended we send someone to assist with problem. 5) maintenance later called back and stated they found multiple leaks coming from right-hand windshield forward as well as side windshield. Large leak coming from soundproofing on bottom forward edge of side screen and back right-hand corner of forward first officer windscreen. Conditions reported on field were 30 degrees F and raining. I requested pictures to be taken of areas leaking and to forward pictures to maintenance duty manager. Maintenance control then brought it to the duty manager's attention of the next flight out of ZZZ1 and that I thought a mechanic from ZZZ1 should to go assist. 6) maintenance control worked on getting a wiper assembly moved to ZZZ for the replacement due to panel having visual damage due to moisture intrusion. 7) duty manager then stated that after panel was installed it was suggested that the aircraft be ferried to ZZZ1 for repairs. 8) I stated I was not comfortable with a ferry flight due to the window continuously leaking. Duty manager stated that he did not have a problem ferrying the aircraft because airborne the aircraft would pressurize and leak would stop. 9) under the maintenance duty manager's recommendation; ZZZ maintenance ran the aircraft and pressurized to see if leak persisted. It was reported to duty manager leak had stopped. Maintenance control at this point was still not comfortable with ferry flight and expressed this to duty manager. Duty manager stated he was ok with it because leak had stopped when aircraft pressurized. 10) it was reported at some point of early troubleshooting that no hangar space available on field to nose the aircraft in to get out of rain. 11) ZZZ maintenance; under direction of duty manager; started to tape window up with speed tape to get aircraft ready for ferry flight. The duty manager now was taking all calls from ZZZ maintenance and working with them directly. It was later reported that the tape would not stick [due] to conditions on the field were raining steady and water continued to leak into the aircraft. 12) I also heard some talk of a maintenance re-torquing the windshield bolts. 13) later; I overheard ZZZ maintenance saying they were ready to fill out paperwork for ferry flight and all that they saw was residual water remaining. I overheard the duty manager ask what they meant by residual; and ZZZ maintenance stated insulation very wet. It was the duty manager's recommendation they remove the insulation and then the aircraft could be ferried. 14) I had never filled out any paperwork in this ferry flight; nor talked to ZZZ maintenance about ferrying this aircraft to ZZZ1. All I heard via talking to various people about this aircraft was that paperwork was done incorrect for both the ferry flight as well as maintenance being documented by ZZZ incorrect in the logbook. When someone else is uncomfortable with the way an aircraft is being troubleshot and their concern of not ferrying an aircraft is stated; it does not go unnoticed.
