Narrative:

Enroute from ZZZ to ZZZ1 at our first fuel checkpoint over abc VOR; we noticed that we were burning fuel from the right main tank. In the current configuration; all fuel should have been burning from the center tank only. We accomplished the appropriate abnormal procedures but were unable to stop fuel burn from the right tank. After a short consultation with dispatch and maintenance; I elected to return to ZZZ. Inbound to ZZZ I declared an emergency and asked for arff due to control questions resulting from excessive fuel imbalance. Accomplished uneventful overweight landing in ZZZ.

Title: A MD-80 fuel system would only feed from the right main tank and not from the center tank as configured. An emergency was declared with a return to land.
