Narrative:

Student and I were practicing crosswind landing and takeoff on runway xxl at see. On final student had control and short final 10 ft before touchdown I spotted aircraft on taxiway B appeared to be taxiing fairly fast and didn't look like it was about to hold short of runway xxl. I initiated a go-around and at that moment the tower asked us to go around; I responded to the go-around. In the upwind the tower contacted us again and told us that the traffic was not authorized to cross the runway. Other aircraft had student and instructor on board.

On final student had control and short final 10 FT before touchdown I spotted aircraft on Taxiway B appeared to be taxiing fairly fast and didn't look like it was about to hold short of Runway XXL.
