Narrative:

During the time of the incident I was working north arrival and west satellite positions combined at the phl approach control. Mdt was handed off to me after departing pne airport en route to dca. Mdt was flying at 8000' and requested 6000'. This request was denied due to traffic. At the mxe VOR mdt was descended to 6000'. This was the last contact with mdt until after mdt had crossed the phl/bwi boundary and was in bwi airspace. I advised the supervisor who tried to contact bwi approach on the landline. I attempted to identify mdt, climbed the aircraft to 6500' and had him reverse course to phl airspace. I believe this situation occurred because I was distracted by other traffic due to the fact that I was working 2 positions combined.

Title: APCH CTLR LOST RADAR AND RADIO CONTACT WITH MDT ACFT ALLOWING IT TO ENTER ADJACENT AIRSPACE WITHOUT HANDOFF OR COORD.

Narrative: DURING THE TIME OF THE INCIDENT I WAS WORKING N ARR AND W SATELLITE POSITIONS COMBINED AT THE PHL APCH CTL. MDT WAS HANDED OFF TO ME AFTER DEPARTING PNE ARPT ENRTE TO DCA. MDT WAS FLYING AT 8000' AND REQUESTED 6000'. THIS REQUEST WAS DENIED DUE TO TFC. AT THE MXE VOR MDT WAS DESCENDED TO 6000'. THIS WAS THE LAST CONTACT WITH MDT UNTIL AFTER MDT HAD CROSSED THE PHL/BWI BOUNDARY AND WAS IN BWI AIRSPACE. I ADVISED THE SUPVR WHO TRIED TO CONTACT BWI APCH ON THE LANDLINE. I ATTEMPTED TO IDENT MDT, CLBED THE ACFT TO 6500' AND HAD HIM REVERSE COURSE TO PHL AIRSPACE. I BELIEVE THIS SITUATION OCCURRED BECAUSE I WAS DISTRACTED BY OTHER TFC DUE TO THE FACT THAT I WAS WORKING 2 POSITIONS COMBINED.
