Narrative:

While descending to ZZZ; we were asked to slow down. As we were slowing; I asked for 'flaps 8 degrees.' first officer selected the lever and 'slats inoperative' EICAS caution message appeared. I asked the first officer to run the emergency checklist. He did. We discovered that we have no slats available. I transferred aircraft to first officer. Contacted dispatch; maintenance. Advised flight attendants. Declared emergency with approach. Explained that we will be passing the beginning of the runway with an increased speed. Asked for the longest runway. Took the airplane from first officer. Executed a normal landing. Landed safely.

Title: A CRJ-900's 'SLAT INOP' EICAS caution message appeared during the approach when flaps 8 was selected. The slats failed in the up position. An emergency was declared followed by a normal landing on the longest runway.
