Narrative:
Teb 5 departure off runway 24 at teb. PF climbed out of 1500 ft for 2000 ft prior to 4.5 DME per departure procedure. Misinterpreted procedure: that once reaching 1500 ft; and established on 280 degree heading; we could climb to 2000 ft. Procedure instructs to climb only after crossing 4.5 DME on the 280 degree heading. It is a very busy procedure at low altitudes. There was no conflict with other traffic; but there very well could have been as lndgs were occurring south at ewr; with aircraft often overhead. It had been a relatively long day; night operations. Crew briefed departure; PNF running after takeoff checklist and communicating with ATC (distracted from flight situation). It doesn't take long to climb from 1500 ft to 2000 ft in a jet aircraft. By the time it all occurred and ATC questioned us on procedure; it was a 'done deal.' recommendation: ensure complete understanding of departure procedure. PNF -- wait on checklist until procedure completed -- both sets of eyes on what is going on.

Title: FA20 FLT CREW FAILS TO MEET ALT RESTR ON TEB SID FROM TEB.
Narrative: TEB 5 DEP OFF RWY 24 AT TEB. PF CLBED OUT OF 1500 FT FOR 2000 FT PRIOR TO 4.5 DME PER DEP PROC. MISINTERPRETED PROC: THAT ONCE REACHING 1500 FT; AND ESTABLISHED ON 280 DEG HDG; WE COULD CLB TO 2000 FT. PROC INSTRUCTS TO CLB ONLY AFTER CROSSING 4.5 DME ON THE 280 DEG HDG. IT IS A VERY BUSY PROC AT LOW ALTITUDES. THERE WAS NO CONFLICT WITH OTHER TFC; BUT THERE VERY WELL COULD HAVE BEEN AS LNDGS WERE OCCURRING S AT EWR; WITH ACFT OFTEN OVERHEAD. IT HAD BEEN A RELATIVELY LONG DAY; NIGHT OPS. CREW BRIEFED DEP; PNF RUNNING AFTER TAKEOFF CHECKLIST AND COMMUNICATING WITH ATC (DISTRACTED FROM FLT SITUATION). IT DOESN'T TAKE LONG TO CLB FROM 1500 FT TO 2000 FT IN A JET ACFT. BY THE TIME IT ALL OCCURRED AND ATC QUESTIONED US ON PROCEDURE; IT WAS A 'DONE DEAL.' RECOMMENDATION: ENSURE COMPLETE UNDERSTANDING OF DEP PROC. PNF -- WAIT ON CHECKLIST UNTIL PROC COMPLETED -- BOTH SETS OF EYES ON WHAT IS GOING ON.
