Narrative:
Due to strong winds from the south (I had just landed there 1/2 hour ago) I expected and briefed for a runway 19 departure; but was assigned runway 24; which I was less familiar with. I re-briefed on the SID for runway 24; made the turn at 1500 ft; but continued to climb to 2000 ft before reaching the DME 4.5 fix. I don't frequent teb regularly; and therefore was not as familiar with the unexpected SID as I should have been. Pouring rain and moderate turbulence kept me busy flying and did not allow in-flight review of the SID.

Title: C310 PLT FAILS TO COMPLY WITH RESTRS ON THE TEB SID OFF RWY 24 AT TEB.
Narrative: DUE TO STRONG WINDS FROM THE SOUTH (I HAD JUST LANDED THERE 1/2 HOUR AGO) I EXPECTED AND BRIEFED FOR A RWY 19 DEP; BUT WAS ASSIGNED RWY 24; WHICH I WAS LESS FAMILIAR WITH. I RE-BRIEFED ON THE SID FOR RWY 24; MADE THE TURN AT 1500 FT; BUT CONTINUED TO CLB TO 2000 FT BEFORE REACHING THE DME 4.5 FIX. I DON'T FREQUENT TEB REGULARLY; AND THEREFORE WAS NOT AS FAMILIAR WITH THE UNEXPECTED SID AS I SHOULD HAVE BEEN. POURING RAIN AND MODERATE TURBULENCE KEPT ME BUSY FLYING AND DID NOT ALLOW IN-FLIGHT REVIEW OF THE SID.
