Narrative:

On landing at ZZZ; an uncontrolled non-twred airport; we had a near runway incursion with a GA single-engine aircraft. Radio communication at the last moment. The other aircraft only reported its takeoff roll; not its taxi; nor its intention to take off. Upon entering the airport traffic pattern; I announced our aircraft type and position in the landing pattern several times; along with our intended runway for landing. No other aircraft reported operating on or near the airport. On short final to runway 2 below 100 ft AGL; we heard another aircraft report its takeoff roll on runway 8; an intersecting runway. The end of runway 8 was not visible to us as we were so low to the ground. I reported that we were landing and on short final almost over the number's I told the PF not to go around as I was afraid of hitting the other aircraft in the air. If there was going to be a collision; I would rather have it on the ground. The other aircraft reported that it was discontinuing its takeoff and we landed non-eventfully. First; I have not committed the MEL list to memory; but no part 121 air operation should be dispatched to an uncontrolled field without an operating TCAS system. Second; a close look needs to be taken by the FAA at runway incursion possibilities for part 121 operators operating at uncontrolled fields. This incident could have easily turned into a disaster; even though my first officer and I followed uncontrolled field traffic pattern and radio discipline.

I RPTED THAT WE WERE LNDG AND ON SHORT FINAL ALMOST OVER THE NUMBER'S I TOLD THE PF NOT TO GO AROUND AS I WAS AFRAID OF HITTING THE OTHER ACFT IN THE AIR. IF THERE WAS GOING TO BE A COLLISION; I WOULD RATHER HAVE IT ON THE GND. THE OTHER ACFT RPTED THAT IT WAS DISCONTINUING ITS TKOF AND WE LANDED NON-EVENTFULLY. FIRST; I HAVE NOT COMMITTED THE MEL LIST TO MEMORY; BUT NO PART 121 AIR OP SHOULD BE DISPATCHED TO AN UNCTLED FIELD WITHOUT AN OPERATING TCAS SYS. SECOND; A CLOSE LOOK NEEDS TO BE TAKEN BY THE FAA AT RWY INCURSION POSSIBILITIES FOR PART 121 OPERATORS OPERATING AT UNCTLED FIELDS. THIS INCIDENT COULD HAVE EASILY TURNED INTO A DISASTER; EVEN THOUGH MY FO AND I FOLLOWED UNCTLED FIELD TFC PATTERN AND RADIO DISCIPLINE.
