Narrative:

Radar associate position combined with a d-side non-radar control position. The d-side in ZSU does not have time to separate live non-radar traffic and pay attention to the radar controller. Between coordinating with the foreign facilities and separating non radar traffic; he really does not have time to accomplish this. ZSU has now decided to implement this procedure which is a very unsafe practice. The solution to this problem would be to actually create the associate position and staff it which the san juan facility management team has decided not to do.

Title: ZSU CONTROLLER VOICED CONCERN REGARDING NEW OPERATIONAL POLICY THAT COMBINES THE DUTIES OF A D-SIDE CONTROLLER WITH THOSE OF A NON-RADAR POSITION; ALLEGING NEW PRACTICE IS UNSAFE.

BTWN COORDINATING WITH THE FOREIGN FACILITIES AND SEPARATING NON RADAR TFC; HE REALLY DOES NOT HAVE TIME TO ACCOMPLISH THIS. ZSU HAS NOW DECIDED TO IMPLEMENT THIS PROC WHICH IS A VERY UNSAFE PRACTICE. THE SOLUTION TO THIS PROB WOULD BE TO ACTUALLY CREATE THE ASSOCIATE POS AND STAFF IT WHICH THE SAN JUAN FACILITY MGMNT TEAM HAS DECIDED NOT TO DO.
