Narrative:

I was within about 5 mi of my destination and I had descended to 500 ft to start my pre-landing procedures. The TCAS system on my helicopter was on the MEL and therefore could not give me a traffic warning. I noticed a helicopter descending off my left side and lowered my collective to avoid any incident. In my opinion this was not a reportable incident; I maneuvered to avoid the other aircraft and was not closer than 200 ft to the other aircraft.
