Narrative:

I recently gave a clearance to an aircraft off an uncontrolled airport. The strip indicated eld..das..iah; so I cleared the pilot 'as filed; except after das; DAS7.iah.' the pilot responded 'DAS7 is what I filed.' upon further investigation; the remarks of the flight plan read 'rq DAS7.' I queried the pilot where and how he filed his flight plan; and he said through FSS. I asked if he included DAS7 in his route; and he said 'yes; however FSS cannot put that into the route.' I call FSS and asked the person who answered if they could enter a SID or STAR into a flight plan; and they said 'no; they only put it in remarks.' this is unacceptable.
