Narrative:

A PA28 asked to taxi from FBO. Before taxi instructions; the plane started moving from the ramp. He was going towards runway 1C; and not full length via taxiway left. I informed him I could give him runway 1 at taxiway C. The local controller and I saw the airplane; kept moving. We couldn't see the hold short line. The cherokee was taxiing at a good speed. Both of us realized he most likely crossed the hold line and was going to cross runway 1. There was no other traffic to runway 1. I advised the pilot he had crossed the runway; made him do a 180 degree turn; and gave him to tower. The local controller and myself (ground) were constantly talking to one another about that cherokee. It was easier for us to coordination about that cherokee than telling the pilot to stop/hold short; and risking him stopping on the runway.

Title: BTV CTLR DESCRIBED RWY INCURSION WHEN DEP ACFT TAXIED ACROSS THE ASSIGNED RWY.

Narrative: A PA28 ASKED TO TAXI FROM FBO. BEFORE TAXI INSTRUCTIONS; THE PLANE STARTED MOVING FROM THE RAMP. HE WAS GOING TOWARDS RWY 1C; AND NOT FULL LENGTH VIA TXWY L. I INFORMED HIM I COULD GIVE HIM RWY 1 AT TXWY C. THE LCL CTLR AND I SAW THE AIRPLANE; KEPT MOVING. WE COULDN'T SEE THE HOLD SHORT LINE. THE CHEROKEE WAS TAXIING AT A GOOD SPD. BOTH OF US REALIZED HE MOST LIKELY CROSSED THE HOLD LINE AND WAS GOING TO CROSS RWY 1. THERE WAS NO OTHER TFC TO RWY 1. I ADVISED THE PLT HE HAD CROSSED THE RWY; MADE HIM DO A 180 DEG TURN; AND GAVE HIM TO TWR. THE LCL CTLR AND MYSELF (GND) WERE CONSTANTLY TALKING TO ONE ANOTHER ABOUT THAT CHEROKEE. IT WAS EASIER FOR US TO COORD ABOUT THAT CHEROKEE THAN TELLING THE PLT TO STOP/HOLD SHORT; AND RISKING HIM STOPPING ON THE RWY.
